Authorizes the State Department of Health to issue a certificate of need for construction of a nursing facility up to 60 beds in any "underserved minority zip code area" in Mississippi

Defines an underserved minority zip code area as one with at least 30,000 population where 75% or more are racial minorities, located in a county with projected need for 400+ additional nursing facility beds per the 2018 State Health Plan, and having no existing or approved nonpublic nursing facility

Establishes priority criteria for certificate of need applicants, including: currently owning/operating one Mississippi nursing facility, demonstrating quality care history with no major sanctions in the past 24 months, having implemented all previously received certificates of need by January 1, 2021, and being a nonprofit corporation

Quality care requirements prohibit applicants who have received termination of Medicaid/Medicare certification, license denial/suspension/revocation, civil monetary penalties exceeding $5,000, or denial of payment for new admissions within the preceding 24 months

Amends Section 41-7-191 of the Mississippi Code of 1972, with an effective date of July 1, 2021
