Reduces massage therapy training hour requirements from 600 to 550 hours of instruction and from 100 to 50 hours of student clinic for licensure.

Establishes State Board of Massage Therapy requirements to register massage service establishments and maintain a registry of their locations, owners, and licensed practitioners.

Authorizes the board to share confidential documents and disciplinary information with state and federal agencies and national disciplinary databases.

Requires the board to establish guidelines for hand-held massage tools (t-bars and knobbies) and reduces allied modalities training from 200 to 150 hours.

Extends the repeal date of massage therapy licensing provisions from July 1, 2021, to July 1, 2025.
