Expands the scope of practice for optometrists to examine, diagnose, manage, and treat conditions and diseases of the eye and eyelid, with the State Board of Optometry authorized to define the practice

Allows optometrists to use local anesthesia by injection for specific procedures including draining eyelid abscesses, excising small epidermal lesions (up to 5mm), incision of chalazions, repairing eyelid lacerations (up to 2.5cm), and removing foreign bodies from eyelids

Permits certified optometrists to perform laser capsulotomies if certified by the Board of Optometry for optometric laser procedures

Explicitly prohibits optometrists from performing cataract surgery or any surgical procedure requiring general anesthesia, and from treating systemic diseases

Authorizes optometrists to prescribe all pharmaceutical medications appropriate for eye conditions except Schedule I and II controlled substances, and allows the State Health Officer to authorize optometrists to administer inoculations during public health emergencies
