Expands the scope of practice for optometrists to examine, diagnose, manage, and treat conditions and diseases of the eye and eyelid, including prescribing pharmaceutical agents

Authorizes optometrists to use local anesthesia by injection for specific procedures including needle drainage of eyelid abscesses, excision of small non-malignant lesions (up to 5mm), incision of non-recurrent chalazions, simple eyelid laceration repairs (up to 2.5cm), and foreign body removal

Permits certified optometrists to perform laser procedures including laser capsulotomy, laser trabeculoplasty, and laser peripheral iridotomy

Explicitly prohibits optometrists from performing cataract surgery or any surgical procedures requiring general anesthesia

Allows the State Health Officer to authorize therapeutically licensed optometrists to administer inoculations during public health emergencies
