Establishes the Mississippi Medical Cannabis Act authorizing medical cannabis use for patients with debilitating medical conditions including cancer, glaucoma, HIV/AIDS, ALS, Crohn's disease, PTSD, autism, and others, with the State Department of Health administering the program and issuing registry identification cards to qualifying patients and caregivers.

Creates four (4) cultivation-processing facility licenses and at least one (1) dispensary license per county; requires applicants to be Mississippi residents for five (5) consecutive years, demonstrate $20 million in assets or surety bond for cultivation facilities and $250,000 for dispensaries, and include African American and other minority ownership.

Limits qualifying patients to possession of 1.5 ounces of medical cannabis per fourteen-day period; establishes protections against arrest, prosecution, and discrimination for cardholders, practitioners, and medical cannabis establishments operating lawfully under the act.

Imposes a 7% retail sales tax on cannabis products and a 4% special privilege tax on cultivation-processing facilities and dispensaries; creates the Mississippi Workforce and College Opportunity Scholarship Program funded by cannabis tax revenues to provide "last dollar" scholarships up to $4,000 annually to full-time college and workforce training students.

Establishes criminal penalties including felonies for illegal cannabis sales outside the medical program, confidentiality protections for cardholder data, creates an advisory committee to recommend improvements, and requires the Department of Health to submit annual reports to the Legislature.
