Amends Mississippi Code Section 75-24-25 to exempt sales by growers, producers, and processors of raw or processed agricultural products from price-gouging restrictions during declared states of emergency or local emergencies, except for retail sales to ultimate consumers in the emergency area.

Clarifies that price-gouging restrictions apply to "suppliers" but excludes manufacturers, distributors, or licensors of agricultural goods unless they advertise such goods directly to consumers.

Allows pricing based on established pricing indices, pre-existing agreements, commodity market fluctuations, reasonable expenses, labor costs, and procurement costs incurred during emergencies.

Maintains criminal penalties for violations: felony (1-5 years or up to $5,000 fine) for violations exceeding $500 in value within 24 hours; misdemeanor (up to $1,000 fine or 6 months jail) for violations under $500.

Takes effect July 1, 2021.
