Revises the definition of "telemedicine" to require real-time interactive audio, video, or other electronic media, explicitly excluding only mail and facsimile communications.

Mandates that all health insurance and employee benefit plans provide coverage for telemedicine services to the same extent as in-person consultation services.

Allows plans to charge deductibles, co-payments, or coinsurance for telemedicine services only if they do not exceed amounts charged for in-person consultations.

Prohibits plans from reducing reimbursement to providers for telemedicine services compared to in-person services and requires use of proper medical codes with appropriate modifiers.

Requires coverage of direct patient-to-provider telemedicine consultations on the same basis as in-person consultations, prohibiting limitation to provider-to-provider consultations only.
