Establishes registration fees of up to $500 for initial registration and $250 for annual renewals, with PEOs required to maintain positive working capital or provide a bond covering any deficiency plus $100,000

Defines the co-employment relationship between PEOs, client companies, and covered employees, allocating employer rights and obligations including wage payments, tax withholding, and employee benefits

Clarifies that covered employees remain employees of the client company for purposes of state licensing requirements, tax credits, economic incentives, and small/minority business certifications

Authorizes the Commissioner of Insurance to impose disciplinary actions including license denial/revocation and administrative penalties up to $1,000 per violation for PEOs that operate without registration or provide false information
