Senate Bill 2777 - Motor Carrier Regulation Summary

• Makes public hearings discretionary rather than mandatory for the Mississippi Transportation Commission when reviewing applications for certificates of public convenience and necessity and permits.

• Establishes that if the Commission denies an application in writing, the applicant has the right to a hearing within 20 days to request reconsideration, with a final decision required within 10 days of that hearing.

• Makes both common carriers and contract carriers of household goods strictly liable for loss or damage to goods transported.

• Repeals eight code sections (77-7-211, 77-7-213, 77-7-215, 77-7-217, 77-7-219, 77-7-221, 77-7-241, 77-7-243, 77-7-245) that regulated tariff filing, rate-setting, and rate-change procedures for motor vehicle carriers of passengers.

• Takes effect July 1, 2021.
