Prohibits new nonhazardous solid waste sanitary landfills in counties with two or more existing permitted landfills unless approved by local referendum election.

Requires a referendum petition signed by at least 20% of county voters or 1,500 voters (whichever is fewer) to trigger an election on the proposed landfill.

Election must be held within 60 days of petition filing, with results published in local newspapers at least three weeks before voting.

Requires 60% voter approval for the new landfill to be included in the solid waste management plan and eligible for permitting.

Exempts expansions of existing permitted landfills from the referendum requirement; prohibits another referendum on the same issue for two years unless a new petition is filed.
