Creates a pilot program allowing up to 3 public school districts or regional education service agencies to voluntarily establish and operate virtual public schools beginning in school year 2021-2022

Requires pilot virtual public schools to provide both synchronous and asynchronous instruction via the internet, with sponsors responsible for all student academic progress and accountability

Sponsors must provide enrolled students with necessary instructional materials, technology, internet access, and applicable special education services free of charge

Establishes a funding formula where students attending a pilot virtual school outside their resident district trigger a transfer of pro rata ad valorem receipts from the resident district to the sponsoring district through the Mississippi Adequate Education Program

Requires sponsors to adopt enrollment policies including application timeframes, notification to resident districts within 5 days, waiting list procedures, parental hearing rights for denials, and engagement policies with corrective action opportunities before removal
