Transfers the Office of Capitol Police from the Department of Finance and Administration to the Department of Public Safety and establishes the Mississippi Office of Homeland Security within the department to investigate cyber-related crimes, crimes of violence, and acts of terrorism

Grants the Mississippi Bureau of Investigation exclusive jurisdiction to investigate all officer-involved shootings statewide, with the Attorney General given exclusive authority to prosecute such cases

Requires the Commissioner of Public Safety to have at minimum a bachelor's degree from an accredited college or university, and reduces minimum training requirements for prior sworn law enforcement officers with at least two years of experience to less than 80 days

Creates the "Mississippi Unmanned Aircraft Systems Protection Act of 2021" prohibiting unauthorized drone surveillance of correctional facilities and critical infrastructure, with penalties ranging from misdemeanor fines up to $1,000 to felony sentences of 3-15 years for delivering contraband

Exempts Department of Public Safety contracts for forensic laboratory equipment, specialized software, and forensic pathology services from Public Procurement Review Board approval requirements
