Increases reimbursement rates for diagnostic and preventative dental services by 5% annually for fiscal years 2022, 2023, and 2024 under the "James Russell Dumas Medicaid Dental Services Incentive Program"

Requires all managed care contractors to develop and implement a uniform credentialing process for providers by December 1, 2021, or the Division of Medicaid must create a single consolidated credentialing process by July 1, 2022

Authorizes the Division of Medicaid to establish Upper Payment Limit programs for emergency ambulance transportation providers and to reimburse psychiatric services for recipients over age 21 in freestanding psychiatric hospitals

Mandates managed care contractors to report annually on administrative expenses, number of Mississippi-based employees dedicated to Medicaid/CHIP, and to implement programs for members with prediabetes and diabetes

Extends the automatic repealer on the main Medicaid statute from July 1, 2021 to July 1, 2024, and removes the restriction preventing post-acute residential brain injury rehabilitation facilities from participating in Medicaid
