Revises Medicaid reimbursement authority to give the Division of Medicaid greater discretion over payment rates and methodologies, including capping physician service fees at 90% of Medicare rates effective January 1, 2021

Reduces nursing facility home leave day payments from full to partial reimbursement and decreases the annual limit from 42 to 32 days

Requires managed care contractors to disclose administrative expenses and Mississippi-based employee counts annually to legislative committee chairs, and mandates development of a uniform provider credentialing process by July 1, 2022

Authorizes the division to establish Upper Payment Limits Programs for ambulance transportation and to use enhanced reimbursements and alternative payment models with provider agreement

Requires a report by July 1, 2022 evaluating cost effectiveness of extending postpartum Medicaid coverage from 60 days to 365 days, and extends the section's repealer date from July 1, 2021 to July 1, 2025
