Senate Bill 2803 Summary

• Authorizes Medicaid to include partial or full cost payments for covered services at division discretion, removing prior detailed reimbursement specifications for inpatient hospital, outpatient hospital, nursing facility, and intermediate care facility services.

• Changes nursing facility and intermediate care facility home leave reimbursement from full to partial payment as determined by the division, and reduces home leave days from 42 to 32 for nursing facilities.

• Modifies physician service reimbursement caps to 90% of January 1, 2020 Medicare rates (changed from 2018) and allows division discretion to reimburse obstetricians and gynecologists at 100% of Medicare rates for primary care services.

• Removes University of Mississippi Medical Center exemption from nursing facility and intermediate care facility assessments; clarifies hospital assessment procedures for Medicare Upper Payment Limits and Disproportionate Share Hospital programs.

• Eliminates mandatory managed care enrollment limitations, deletes the Commission on Expanding Medicaid Managed Care, requires managed care contractors to disclose administrative expenses and Mississippi employee counts, and mandates uniform credentialing processes by July 1, 2022.

• Extends automatic repealer of Section 43-13-117 from July 1, 2021 to July 1, 2025; requires cost-effectiveness report on extending postpartum Medicaid coverage from 60 to 365 days by July 1, 2022.
