Amends Section 67-1-7 of Mississippi Code to restrict manufacture, sale, and distribution of alcoholic beverages to incorporated municipalities, qualified resort areas approved by the department, and clubs within counties.

Permits issued by the Department of Revenue between July 1, 2020 and the day before this act's effective date are eligible for renewal regardless of whether they were issued to permittees in authorized locations.

Maintains existing exceptions for caterers with caterer's permits and native wine production, which may be lawful in other locations.

Preserves authority for qualified resort areas and state parks to issue on-premises retailer's permits and allows municipalities, water districts, and county boards to authorize package retailer's permits in qualified resort areas.

Takes effect upon passage.
