Establishes a judicial process for community owners or landowners to dispose of manufactured or mobile homes abandoned for at least 60 consecutive days, along with associated personal property left inside or adjacent to the home

Requires landowners to send a notice of abandonment at least 30 days after the abandonment date and wait an additional 30 days before filing a court complaint; sale must be advertised once weekly for 3 weeks in a local newspaper

Creates a commissioner system where a court-appointed resident handles sale logistics, receives funds, and disburses proceeds in priority order: sheriff's fees, past due taxes, lienholders, landowner debts and court costs, then remaining funds to the original owner

Allows the court to declare an abandoned home "uninhabitable" if repair costs exceed demolition and removal costs, with demolition expenses then deducted from any proceeds owed to the former owner

Provides good faith legal protection for landowners against wrongful sale claims if proper procedures were followed, and requires purchasers to submit the bill of sale and final court order to the Department of Revenue to obtain new title (effective July 1, 2021)
