Removes the requirement for apportioned vehicles to have a decal specifying the month and year of expiration attached to their license tags.

Maintains existing exemptions for corporate fleets registered under Section 27-19-66 and trailer fleets registered under Section 27-19-66.1 from having to display expiration date decals.

Adds apportioned vehicles to the list of vehicle types that are not required to display expiration date decals on their license tags.

Takes effect upon passage.
