Senate Bill 2819 Summary

• Allows package retailer permit holders to sample new manufacturer products without prior department approval and authorizes sale of lottery tickets and wine/liquor-related items at package retailers.

• Expands Class 3 temporary retailer permits to any business in good standing with Mississippi Secretary of State (not just retail establishments) and reduces annual permit limit from twelve to six per business.

• Imposes population-based limits on package retailer permits (one permit per 6,500 residents) effective July 1, 2021, prohibits new package retailer permits after that date except for prior applications, and establishes a two-mile minimum distance between package stores with limited waiver exceptions.

• Removes the provision that permit issuance cannot be limited on a population basis and adds exception language to allow intoxicating liquor transportation when authorized by law.

• Effective July 1, 2021.
