Creates the "Line-Item Appropriation Transparency Act" requiring entities receiving pass-through funding from legislative line-item appropriations to file annual expenditure reports by December 31 of each year

Mandates state agencies enter written agreements with recipient entities (local governments, private organizations, nonprofits) before distributing pass-through funds, with recipients required to submit itemized spending reports

Requires state agencies to collect reports and distribute them to the Lieutenant Governor, Speaker of the House, Senate and House Appropriations Committee Chairmen, and the Governor

Exempts funding distributed through competitive award processes, statutory formulas, established state programs, the Mississippi Accountability and Adequate Education Program Act, or where appropriations acts specifically provide exemption

Effective date of July 1, 2021
