Revises the construction manager at risk project delivery method to require construction managers to solicit bids for construction pursuant to public purchasing law (Section 31-7-13)

Allows construction managers to prequalify contractors and vendors before soliciting bids based on criteria including past experience, financial status, safety record, legal dispute history, and ability to meet project schedules

Requires publication of prequalification requirements at least 2 weeks in advance in a local newspaper and on the agency's website

Protects bidders' confidential and proprietary information from disclosure outside the agency, governing authority, or construction manager without prior written consent

Applies only to single construction projects with a minimum cost of $25,000,000 at a single or common location
