Establishes a "Department of Revenue License Tag Acquisition Fund" to receive the portion of motor vehicle registration and tag fees equal to the cost of license tags, decals, and associated freight costs, effective July 1, 2021.

Authorizes the Department of Revenue to use monies from the special fund to pay costs incurred for purchasing license tags, decals, and freight without requiring separate General Fund appropriations.

Limits the fund balance by requiring any unexpended amounts exceeding $600,000 at the end of a fiscal year to lapse into the General Fund.

Removes the Department of Revenue License Tag program from the list of state agencies required to have their expenses defrayed by General Fund appropriation, allowing it to be self-funded from tag fee revenues instead.

Takes effect July 1, 2021.
