Brings forward nine sections of Mississippi Code relating to manufactured and mobile home registration for possible amendment, effective July 1, 2021.

Requires owners to register manufactured or mobile homes with county tax collectors within 7 days of purchase or entry into the county, including payment of a $1.00 registration fee and submission of ownership details (name, address, serial number, make, value, location).

Allows owners who own the land to classify their manufactured homes as either personal or real property for ad valorem tax purposes, with real property classification requiring removal of wheels and axles and anchoring per Commissioner of Insurance rules.

Establishes that manufactured homes without land ownership are classified as personal property, while those with permanently retired titles become real property for all purposes.

Sets Department of Revenue fees at $9.00 for various certificate and title transactions related to manufactured homes, with designated agents able to retain an additional $1.00 commission per document processed.
