Authorizes the Commissioner of Revenue to require wholesalers selling tobacco products and food/beverages (candy, nonalcoholic beverages, bottled soft drinks) to retailers to file monthly information reports with the Department of Revenue.

Information reports must be filed electronically by the 20th of the following month and must include seller and retailer identification, product types, quantities, sales dates, and monthly sales totals in dollars.

Establishes penalties of up to $1,000 per inaccurate report or up to $10,000 total per month for failure to file or for negligently/knowingly including inaccurate information; Commissioner may waive penalties for good cause.

Prohibits the Department from issuing assessments to retailers based solely on wholesale reports without first issuing an inquiry letter allowing the retailer to explain discrepancies between purchases and reported sales.

Exempts wholesalers with less than $500,000 in annual candy, food, or nonalcoholic beverage sales from reporting those categories; requires reports to be kept confidential but allows disclosure of a customer's own purchase records.
