Creates a new "charter vessel operator's permit" authorizing permit holders to sell and serve alcoholic beverages to passengers during public tours, historical tours, ecological tours, and sunset cruises.

Defines a charter vessel operator as a common carrier certified to carry at least 49 passengers, operating only in Mississippi waters south of Interstate 10 in the three southernmost counties and extending not more than one mile south of those counties.

Establishes an annual privilege license tax of $100.00 for the charter vessel operator's permit.

Authorizes the permit holder and employees to sell alcoholic beverages including native wines to charter passengers for consumption aboard the vessel during authorized tours and cruises only.
