Exempts the Marty Wilson Foundation One Gulf One Goal distinctive license tags from requirements to submit proof of at least 300 presales and deposit funds for 300 tags within three years.

Allows Mississippi residents to purchase distinctive license tags supporting the Marty Wilson Foundation One Gulf One Goal for an additional $30 annual fee.

Distributes the $30 additional fee as follows: $24 to the Marty Wilson Foundation One Gulf One Goal cobia release program, $1 to the Mississippi Burn Care Fund, $2 to the State Highway Fund, and $1 to a special fund under Section 27-19-44.2.

Tax collectors retain $2 from each application fee and deposit it into the county general fund; replacement tags cost $10 with a 5% retention by tax collectors.

Amends Section 27-19-44 to add Section 27-19-56.480 to the list of distinctive license tag authorizations exempt from presale and deposit requirements.
