Expands the dual-phase design-build construction contracting method to residential buildings, residential mixed-use developments, parking garages, and other prescriptive type facilities, rather than requiring specific legislative authorization for each project

Requires the Department of Finance and Administration or governing authority to determine that design-build satisfies the public interest better than traditional design-bid-build method, based on time/cost savings and project suitability

Mandates that proposals be evaluated by a committee of at least three persons, including at least one Mississippi-licensed architect or engineer, with cost weighted at minimum 35% of total evaluation criteria

Requires notices to be posted on the Mississippi Procurement Portal and sent to the Mississippi Procurement Technical Assistance Program on the same date as newspaper publication

Prohibits agencies and governing authorities from awarding stipulated fees to unsuccessful offerors for proposal preparation costs

Effective date: July 1, 2021
