Amends the Rental Assistance Grant Program to clarify that landlords receiving grants must consider rental payments "paid in full for the month or months reimbursed by the grant" rather than the previous language stating "paid in full through December 30, 2020"

Eligible rental businesses (owners, lessors, sublessors of residential or commercial properties) can apply for grants up to $30,000 to reimburse lost rental income from March 1, 2020 through December 30, 2020

Grant recipients are prohibited from evicting tenants for nonpayment of rent that accrued between March 1, 2020 and December 30, 2020

Commercial businesses are capped at receiving no more than 25% of total program funds

Effective date set for October 9, 2020, with unobligated funds as of December 15, 2020 to be transferred to the Unemployment Compensation Fund
