Increases salaries for sworn officers of the Mississippi Highway Safety Patrol and Mississippi Bureau of Narcotics, effective for the 2021-2022 fiscal year and thereafter, with specific pay scales based on rank and years of experience.

Provides $1,200 annually in supplemental pay to sworn officers employed by accredited departments, paid from a newly created Law Enforcement Officers Accreditation Supplemental Pay Fund.

Transfers $4,000,000 annually from lottery proceeds to the Law Enforcement Officers Accreditation Supplemental Pay Fund, with this transfer continuing even after lottery proceeds are redirected to the State General Fund in 2028.

Brings forward existing Highway Safety Patrol Retirement System statutes (sections 25-13-3, 25-13-5, 25-13-7 through 25-13-9, 25-13-11 through 25-13-13, 25-13-16, 25-13-21, 25-13-23, and 25-13-33) for possible amendment without substantive changes.

Takes effect July 1, 2021.
