Increases the presumption of the basic cost of cigarettes to a wholesale dealer from 2% to 4.5% for purposes of the Unfair Cigarette Sales Law.

Increases the presumption of cartage cost from 0.5% to 1% in the computation of the cost of doing business by a wholesale dealer.

These presumptions apply in the absence of proof of a lesser or higher cost of doing business, with any fractional cents rounded up to the next highest cent.

Takes effect July 1, 2021.
