Amends Section 51-41-13 to allow water authority board members to become members of the Public Employees' Retirement System if the water authority has an existing agreement with PERS to cover board members.

Modifies Section 25-11-105 to establish that water authority board members may optionally join PERS from July 1, 2020 forward, regardless of compensation level, when the water authority has an approved agreement with the system.

Board members remain unpaid except for reimbursement of actual expenses, but may now elect PERS membership as an available benefit under qualifying agreements.

Makes conforming amendments to the Public Employees' Retirement System eligibility requirements to accommodate water authority board member participation.

Effective date: July 1, 2021.
