Redirects the first $80,000,000 annually from lottery proceeds from the State Highway Fund to the Emergency Road and Bridge Repair Fund through June 30, 2028.

Designates Emergency Road and Bridge Repair Fund monies for repair, reconstruction, and maintenance of roads, streets, and highways, and rehabilitation and replacement of bridges in counties and municipalities.

Prohibits use of these funds for preconstruction costs and limits spending to no more than 25% of funds in any single congressional district per fiscal year.

Requires Emergency Road and Bridge Repair Fund monies to be allocated in equal portions between road/highway projects and bridge projects.

Sunsets the revised allocation on July 1, 2028, after which lottery proceeds revert to the State General Fund, with amounts exceeding $80,000,000 continuing to fund the Education Enhancement Fund.
