Prohibits Mississippi political subdivisions from adopting ordinances, resolutions, regulations, codes, or policies that prevent expansion, utilization, connection, or reconnection of services based on the type or source of energy delivered.

Applies the prohibition to restrictions targeting individual customer energy service delivery, regardless of whether the energy source is fossil fuels, renewable, or any other type.

Defines "political subdivision" according to Section 11-46-1 of Mississippi Code, encompassing municipalities, counties, and other local government entities.

Takes effect immediately upon passage.
