Appropriates $306,095,961 in general funds to the Board of Trustees of State Institutions of Higher Learning for support, maintenance, and repairs at eight universities (Alcorn State, Delta State, Jackson State, Mississippi State, Mississippi University for Women, Mississippi Valley State, University of Mississippi, and University of Southern Mississippi) for fiscal year 2022.

Appropriates $997,314,008 from federal, student fees, and other special source funds for education and general operations at the eight universities, plus $13,239,631 from the Capital Expense Fund for construction and renovation projects.

Allocates $7,633,000 for Ayers Settlement implementation, including $6,733,000 for Ayers-related programs and $900,000 for Ayers Endowment Fund interest.

Provides designated funding for specific programs including $145,000 for Mississippi Governor's School for the Gifted and Talented, $349,200 for Teacher Corps, $485,000 for Jackson State E-Learning Center, and $155,000 for Delta State E-Learning Center.

Includes provisions requiring off-campus centers receive minimum 65% of on-campus full-time equivalent student costs, prohibiting certain utilities in state housing, and establishing performance measures for degree awards and research output.
