Appropriates $6,311,173 from the State General Fund for Alcorn State University Agricultural Research, Extension, and Land-Grant Programs for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Authorizes $119,322 in special source funds, including $69,322 from the Education Enhancement Fund and $50,000 from the Capital Expense Fund for operational expenditures

Designates $185,000 of the general fund appropriation specifically for the Poultry Sciences Academic Research Center

Prohibits using general funds to replace withdrawn federal or special funds previously used for salaries

Requires Mississippi Industries for the Blind to receive preference in purchasing decisions when bids are equal in price, quality, and service
