Authorizes $10,355,234 in special source funds for the station's expenses, with $1,235,578 derived from the Education Enhancement Fund

Allocates $50,000 from the Capital Expense Fund for operational expenditures

Establishes performance targets including 52.35 scientist FTEs for Plant Systems, 29.15 for Animal Systems, and 43.83 for Health & Sustainable Communities, with publication targets of 268, 262, and 337 respectively

Prohibits using general funds to replace withdrawn federal or special funds for salaries, and requires purchasing preference for Mississippi Industries for the Blind when bids are equal
