Appropriates $29,796,866.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2022 (July 1, 2021 through June 30, 2022).

Authorizes $14,247,456.00 in special source funds for the service, including $1,045,245.00 from the Education Enhancement Fund.

Allocates $50,000.00 from the Capital Expense Fund for operational expenditures.

Requires the Extension Service to deliver programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county, with specific performance targets for educational contacts and published materials.

Prohibits general funds from replacing withdrawn federal or special funds for salaries and requires prior Board of Trustees authorization for any attorney services contracted outside the Extension Service.
