Appropriates $5,501,910.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes $1,264,064.00 in special source funds for the Center's expenses, including $303,005.00 from the Education Enhancement Fund and $50,000.00 from the Capital Expense Fund.

Prohibits use of general funds to replace any federal funds or other special source funds withdrawn from salary authorizations.

Requires the agency to submit its Fiscal Year 2023 budget request in the same format and level of detail as the Fiscal Year 2022 request.

Directs preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.
