Appropriates $17,481,477.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes $31,605,969.00 in expenditures from special source funds collected by or available to the College of Veterinary Medicine for the same fiscal year.

Designates $622,920.00 of special source funds to be derived from the Education Enhancement Fund and $125,000.00 from general funds for Chronic Waste Disease testing, programming, and personnel expenses.

Allocates $50,000.00 from the Capital Expense Fund for operational expenditures.

Establishes performance targets for fiscal year 2022 including 95% NAVLE pass rates for graduating DVM students, 95% employment rates within 12 months, 55 grants/contracts awarded, and various service metrics for the Animal Health Center and Diagnostic Laboratory.
