Appropriates $47,107,957 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarship, loan, and grant programs for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes $3,336,000 from federal funds, grants, donations, and other special source funds for the same financial aid programs, including federal matching funds for GEAR UP Mississippi Scholarship Program.

Suspends new student eligibility for seven specific forgivable loan and grant programs (Assistant Teacher, Southeast Asia POW/MIA, Public Management Graduate Internship, State Medical Education Loan, State Dental Education Loan, Graduate/Professional Degree Forgivable Loan, Health Care Professions Forgivable Loan, and Family Protection Specialist Social Worker Forgivable Loan) effective July 1, 2021.

Allocates $2,000,000 from the Education Enhancement Fund specifically for the William F. Winter and Jack Reed, Sr. Teacher Loan Repayment Program and provides up to $70,000 for the Speech-Language Pathologists Loan Forgiveness Program.

Requires annual reporting to the Legislature detailing recipient numbers, award amounts, repayment status for loan programs, and mandates institutions withhold transcripts from students with arrears on loan repayment.
