Appropriates $5,979,750.00 from the State General Fund and $120,817,960.00 from the State Treasury to the Mississippi Community College Board for administrative expenses for fiscal year 2021-2022.

Authorizes 52 permanent full-time positions and 10 time-limited full-time positions for the Mississippi Community College Board.

Allocates $50,831,802.00 for the Workforce Education Program and Industrial Training, with industrial training commitments requiring approval from the Executive Director.

Designates $28,000,000.00 from unemployment compensation contributions for workforce training under the Mississippi Workforce Enhancement Training Fund, with at least $2,000,000.00 reserved as carryover to fiscal year 2023.

Provides $30,000,000.00 transferred from the Mississippi Department of Education for postsecondary career and technical education operations, and requires $1.50 per square foot to be transferred for utility costs to the Board of Trustees of State Institutions of Higher Learning.
