Appropriates $146,581,405 from the State General Fund and $49,884,946 from the Education Enhancement Fund for aid and support of Mississippi's 15 public community and junior colleges for fiscal year 2022 (July 1, 2021 - June 30, 2022)

Allocates $25,475,460 for employee life and health insurance, plus $400,000 from the Insurance Carryover Fund to fully fund insurance through the State and School Employees' Life and Health Insurance Plan

Provides $8,000,000 from the Capital Expense Fund for construction, repair, and renovation projects distributed among the 15 colleges, with Hinds Community College receiving the largest share ($1,313,066)

Appropriates $6,750,000 for Workforce and Economic Development Support including Workforce Development Centers, new career and technical program start-up costs, and equipment replacement for existing programs

Includes $5,000,000 for the Career and Technical Advantage Program and $3,000,000 for dropout recovery initiatives that combine high school equivalency with skills training and workforce credentials
