Appropriates $323,552,322 from the State General Fund and $30,045,036 from special funds for the Mississippi Department of Corrections for fiscal year 2022 (July 1, 2021 - June 30, 2022)

Allocates funding across multiple divisions: Central Office ($33.9M), Private Prisons ($67.7M), Medical Services ($75.6M), Regional Facilities ($43.9M), Community Corrections ($34.6M), Parchman ($36.2M), Central Mississippi Correctional ($29.5M), and South Mississippi Correctional ($21.6M)

Sets performance targets including 619 state prisoners per 100,000 population, $39.91 average daily incarceration cost per inmate, 33% recidivism rate within 3 years of release, and 5,100 inmates paroled

Caps regional facility per diem rates at $31 per inmate and limits municipal jail reimbursements to $20 per day for certain larceny/shoplifting convictions, with total municipal reimbursements not exceeding $125,000

Dedicates $5 million from the Capital Expense Fund for facility repairs and renovation, and $500,000 from the Inmate Welfare Fund for transitional housing and post-release reentry programs
