Appropriates $3,960,661 from the State General Fund and $36,258,572 from special funds to the Mississippi Emergency Management Agency for fiscal year 2022 (July 1, 2021 - June 30, 2022)

Authorizes 123 permanent full-time positions and 71 time-limited full-time positions for the agency

Allocates $638,551,214 for disaster assistance programs covering multiple declared disasters, including Hurricane Katrina, the COVID-19 pandemic, Hurricane Zeta, and various severe weather events from 2019-2020

Requires the agency to maintain a minimum of 9 Area Coordinators who must reside in or within 50 miles of their assigned districts to provide daily assistance and quick disaster response to local jurisdictions

Authorizes the Executive Director to transfer up to $500,000 between fund categories with written justification to the Legislative Budget Office and Department of Finance and Administration
