Appropriates $5,507,083 from the State General Fund and $53,145,609 from special funds to the Mississippi Veterans Affairs Board for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Allocates $12,640,203 for Mississippi Veterans Affairs operations with 34 permanent full-time and 29 time-limited full-time positions authorized

Provides $46,012,489 in special funds for the Mississippi State Veterans Homes System with 53 permanent and 511 time-limited full-time positions, plus 76 part-time positions

Designates $250,000 under the "Hilton R. 'Jack' Vance Act of 1997" to cover care costs for indigent/low-income Mississippi veterans and nonveteran surviving spouses in state veterans homes

Authorizes the Executive Director to transfer up to 25% of spending authority between budgets and permits escalation of up to $5,000,000 from a special fund for operating state veterans homes
