Appropriates $614,890.00 from the State General Fund to the Mississippi Ethics Commission for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 6 permanent full-time positions for the Commission.

Requires the Commission to maintain accounting and personnel records in the same format and detail as Fiscal Year 2021, with comparable budget request formatting for Fiscal Year 2023.

Grants preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids, and authorizes purchase of casualty insurance for agency passenger vehicles.

Takes effect July 1, 2021, with expenditures required to comply with state debt limitation laws.
