Appropriates $214,082,403.00 from the State General Fund and $410,087,618.00 from special source funds to the Department of Mental Health for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 6,351 permanent full-time positions, 19 permanent part-time positions, 460 time-limited full-time positions, and 9 time-limited part-time positions within the department.

Allocates $18,951,886.00 from the Health Care Expendable Fund for Medicaid state share payments, Alzheimer's disease services, crisis centers, and physician services at community mental health centers.

Establishes performance metrics for fiscal year 2022 including targets for on-site reviews, community-based mental health care access, client services served in community versus institutional settings, and various specialized programs (PACT teams, crisis services, supported employment).

Provides $20,100,000.00 to expand community-based services for Olmstead decision compliance and $600,000.00 from the Capital Expense Fund for services to former inmates with mental illness diagnoses.
