Appropriates $195,514,836.00 to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 54 permanent full-time positions for the agency with restrictions on salary increases not to exceed 3% annually under the Colonel Guy Groff State Variable Compensation Plan.

Authorizes up to $30,000,000 for replacement of structurally deficient bridges on the Local System Bridge Program (LSBP).

Establishes performance targets for fiscal year 2022 including 175 projects let to contract, 95% of funds allocated to counties, 85 bridges replaced or repaired, and reduction of structurally deficient bridges by 0%.

Requires legislative notification prior to project awards, signage crediting the Mississippi State Legislature, and compliance with federal bridge inspection standards and competitive bidding procedures.
