Appropriates $191,432 from the State Board of Massage Therapy Fund to cover operating expenses of the Mississippi State Board of Massage Therapy for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Requires the Board to maintain complete accounting and personnel records for all expenditures at the same level of detail as fiscal year 2021

Mandates that the agency's fiscal year 2023 budget request be submitted to the Joint Legislative Budget Committee in comparable format and detail to the fiscal year 2022 request

Establishes purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service, or when purchases are made without competitive bids

Takes effect July 1, 2021
