Appropriates $357,921.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 2 permanent full-time positions for the board.

Restricts personal services funding increases in FY2023 to the FY2022 appropriated level unless new programs or positions are added by the Legislature, with salary increases requiring State Personnel Board approval.

Requires the board to maintain accounting and personnel records in the same format and detail as FY2021 and submit FY2023 budget requests in comparable format.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service.
